Our government’s union with gambling interests breaks the American Promise: a promise that all men and women are created equal and that all may have opportunity not simply to achieve material plenty, but fulfill the limits of their capacities.

For this reason, citizens from across the U.S. are coming together for a historic Citizen Congress in Philadelphia on October 18th and 19th. We will meet in Carpenters' Hall, the site of the First Continental Congress, in the city where our democracy was born.

We will issue a declaration describing "The American Promise" and how the government program of predatory gambling defies this promise. Please read the beginning draft of The American Promise here and we invite you to share any of your suggested edits with us. The final draft will be presented at the Citizen Congress and ratified by the citizens present.

The movement to stop predatory gambling is about who we are as a people, grounded in America's core democratic principles. To change your community, you need to change your state. To change your state, you need to change our country.
